The fight for the city budget transparency, protection of citizens’ rights and combating corruption were the main areas of Grigory Yavlinsky during his first year in office of the deputy of the Legislative Assembly of St. Petersburg.

St. Petersburg budget. The leader of the «Yabloko» faction in the city parliament criticized the level of budgetary control in St. Petersburg and the quality of the development of the main financial document of the city. It is this lack of work on the budget, according to the deputy, could cause massive frauds with public funds, which are now investigating law enforcement agencies (the so-called «pipe work» fraud in the repair of roofs, etc.). According to Grigory Yavlinsky, each time Smolny was opaque, very private and not allow the analysis of its document, which was not even clear priorities in the development of the city. In this regard, every time he opposed the adoption of these bills.

In the near future city council will consider amendments G.A.Yavlinskogo, aimed at ensuring transparency and efficiency in dealing with budget laws. The deputy also insists on improving the quality of budgetary control. Protection of human rights. The deputies of the city parliament almost unanimously voted «for» the idea of Grigory Yavlinsky to appeal to the Governor Georgy Poltavchenko with the proposal to speak in support of equipping every department of the police and official vehicles camcorders. G.A.Yavlinsky also developed and introduced the city parliament amendments to the Federal Law «On Police», with the same ideas.

At the same time, Grigory Yavlinsky has initiated the transfer of the rights of the regions to increase the costs of the police.

Also according G.A.Yavlinskogo, Commissioner for Human Rights in St. Petersburg should be protected from interference in its activities. For violation of this rule, the deputy proposed to establish an administrative fine. The law was developed and submitted for consideration.

At the initiative of the leader of the faction «Yabloko», St. Petersburg Legislative Assembly drew attention to the problem of a shortage of textbooks. After treatment Grigory Yavlinsky, the prosecution conducted a series of checks and demanded that the leaders of schools provide students with the required textbooks.

Anti-corruption. Grigory Yavlinsky has developed and introduced the draft amendments to the law «On the Control and Accounts Chamber of St. Petersburg.» According to his theory, in determining the composition of the PCB should actively participate parliamentary opposition. This will allow MPs to engage in a more responsible budgetary control and monitor the expenditure of public funds. These amendments Legislative Assembly will consider in the near future.

The concept of the draft federal law «On the use of special methods of detection and suppression of corruption.» If accepted, Russia will be legalized «provocation bribes.» This will allow law enforcement agencies to more actively catch dishonest officials.

During the first year Grigory Yavlinsky calls received more than a thousand residents and nearly five hundred letters to St. Petersburg exciting issues.
